You have to be among the first 1,000 people to register with their site and then drop them an email letting them know you want to switch. It’s for a personal license only so business or commercial sites can’t qualify and you have to have been running a blog for the past 6 months on “some other” platform.
No, they’re not totally taking advantage of the current uproar. 
There’s also a blurb about plans to introduce a “competitive upgrade offer” to anyone who misses out on the 1,000 free licenses offer.
I’ve, of course, already sent off an email on the off-chance it’s not already too late.
Update: Looks like I wasn’t too late! Just got the email that I’ve been accepted. This could be a deciding factor for me.
