He did not need the go ahead, or the OK, or any other smoke signal from anybody anywhere for any reason, this is clearly stated on the FEMA website, also on the LA Div of FEMA site.

The Gov. of LA issued a State of Emergency on the 26th and did so to get the Federal assistance rolling ASAP. This was at least 72 hours in advance.

Congressional Research Service (CRS) issued a report today about whether the Governor of Louisiana took the necessary and timely steps needed to secure disaster relief from the federal government. The report unequivocally concludes that she did.
“This report closes the book on the Bush Administration’s attempts to evade accountability by shifting the blame to the Governor of Louisiana for the Administration’s tragically sluggish response to Katrina. It confirms that the Governor did everything she could to secure relief for the people of Louisiana and the Bush Administration was caught napping at a critical time.” The Governor did indeed make such a request, which was both timely and in compliance with federal law. Now as for the Mayor of N.O (Nagin) he should be given a medal, there have been several simulations & predictions made in the last several years on what would happen to N.O in the case of a Cat4-5 storm hitting and every single one predicted that no more than 40-60% MAX would be able to evacuate the city of N.O to safety, in fact Nagin with his plea at 5pm on the 27th (BTW this was 25 mins BEFORE the NHC issued its “high probability prediction” which in Hurricane lingo is a 10-50% chance of N.O being hit) for all those in low lying areas around N.O to “take this storm seriously” “Please LEAVE NOW!” managed to facilitate 80% to get out.  So technically Nagin is the ONLY person in all this mess to have actually EXCEEDED expectations.

As for the School Bus BS, he ordered any and all buses to be used to help evac people, only problem is there were but a few drivers that stayed to help with a CAT5 coming down on them, they opted to get THEIR families out, grabbed a few of their possessions/pets and family members and beat feet outa town with everyone else, so what was he supposed to do? Drive them all himself?
He BEGGED for help from FEMA, he got NOTHING whatsoever but a LIE “Help is on the way” .
The few city bus drivers managed to shuttle 26,000 people to the SuperDome from the 12 staging points around the city, why weren’t those school buses used?  Simple FEMA did not bother to lift a finger until several days AFTER the storm hit, they had the trained personnel, 1000s of them to man those buses, fill them up and drive them outa town.

Nawleans is not only one of, if not THE hardest city in the country to evacuate because of the very limited exits which I think is only 2 main and 1 secondary way out of town, and the town itself has extremely small streets that were literally made for horse & buggy, then you have approx. 1.6 Million people in the city and surrounding area of which a large percentage are poor to the point of not have the means to leave, New Orleans is also the biggest poor city in the country and there is hardly any city under this abhorrent administration that is not Bankrupt.
So maybe all you republican fuckheads can tell me just how a city as big as New Orleans with as high a population of poor with the worst national disaster to ever hit the USA bearing down on them, just how the fuck are they supposed to be “prepared” to handle such a monumental task? There is NO CITY in this country that could have done any better, NO CITY has that kind of resources...NONE!
Even IF FEMA/DHS/DoD, etc would have been on the ball even with the massive resources of the Federal Gov. would have been hard pressed to have gotten these people out in time, so stop with the complete fucking bullshit of blaming this on the State/Local authorities as they did everything they possibly could have.

I wondered when someone would spin the busses up out of the water. 

I read their evacuation plan.  It lacked specificity, to say the least.  If you want a bus to leave town, who will drive it?  How will they get the order to drive it?  How will their family get out?  Where will the bus go?  If that destination is unavailable, what’s the backup destination?

To say “city busses will be used” without referring to a document detailing primary, secondary, and tertiary destinations for each bus (by number), and provision for bus drivers to send family members out by their own cars (if any) while they were each given responsibility to use their busses according to plan, is just bureaucratic mush.

This evacuation plan wasn’t for a “possible-but-unlikely eventuality.” It was for a nearly certain future event whose date was not known.  They had years to think of everything in advance.  It wasn’t a funding issue.

To some extent, leadership is about making resolute speeches when things go badly, or yelling when it will make people think you’re not afraid to speak the truth.  But it’s also about using your imagination and also about a whole lot of quite boring work.  Nagin didn’t do that.

(BTW I understand Bush’s white house meetings seldom run longer than ten minutes.  After all, that would be boring.  He apparently just relies on the competent people he hires to do the actual work.)
